Tow Truck Operator (Incident Management) is the broadest of the three tow operator licenses TDLR issues — it covers crash and police-called tows off roadways, and it also lets the holder work Private Property and Consent Tow jobs, which the other two operator licenses can't do in reverse. Getting one requires a prior national certification, reflecting the higher-stakes, often roadside nature of incident-management towing. Law enforcement, insurers, and property owners all rely on this license number to confirm a driver clearing a scene is actually authorized to do that specific kind of work. Because it's the most versatile of the three, letting it lapse takes the widest range of towing work off the table at once.
This license renews every year and requires 4 hours of continuing education per cycle. TDLR's own renewal page spells out the standard tiered late fee structure directly: 1.5 times the normal fee if renewed within 90 days of expiration, 2 times normal from 91 days out to 18 months, and that same doubled rate through a mailed Executive Director approval request from 18 months out to three years. Past three years expired, the license can't be renewed at all — the driver has to apply as a brand-new applicant, which likely means meeting the national certification requirement again. Because this license unlocks the other two tow categories as well, a lapse has a wider ripple effect than it would for a narrower operator license.
